Bureau of Comprehensive Planning - The primary responsibility of the Comprehensive Planning Bureau is to develop and update comprehensive plans and functional plans for the county and smaller regions within the county. The process and implementation of these comprehensive plans plays a vital role in countywide growth management.

The Bureau of Development Review - The lead agency in the review of all residential, commercial, and industrial plans in Carroll County. The Bureau is responsible for processing and tracking development plans from submittal through approval and also provides development review services to the municipalities.

The Carroll County Historic Preservation Commission (HPC) – The HPC hears applications for work permits within the Historic District Overlay prior to the construction, alteration, reconstruction, repair, moving or demolition of any property within the Historic District Overlay that involves exterior changes which would affect the historic, archaeological, or architectural significance of the property, such as repairs, additions, new construction, fencing, and removal of trees.

The Bureau of Permits and Inspections  - Enforces the Carroll County building codes, which includes building, electrical, plumbing, mechanical, handicapped, fire codes, all applications and inspects all phases of construction and issues electrical, plumbing, gas fitters and utility contractor licenses. The staff also reviews site and subdivision plans.

Carroll County Board of License Commissioners (commonly referred to as the Liquor Board) - The Board issues all liquor licenses in Carroll County, approves transfers of licenses, issues "one day" liquor licenses for non-profit organizations and renews all liquor licenses on an annual basis.

Electric Power - Maryland Attorney General - Maryland residents are now able to choose who supplies their electricity. (Customers of municipal electric systems and some rural cooperative systems are the exceptions - see "Areas not participating.") Maryland Traffic Volume Maps - Depict the Annual Average Daily Traffic (AADT) at various locations on Maryland’s roadways by county.
