"U" Factor - Coefficient of heat transfer, "U" equals 1 divided by (hence, the reciprocal of) the total of the resistance's of the various materials, air spaces and surface air films in an assembly. See Thermal Resistance.

UL (Underwriters Laboratories Inc.) - The world’s largest not-for-profit laboratory operated for the purpose of testing devices, systems and materials as to their relation to life, fire and casualty hazard in the interest of public safety.

UNDERGROUND STORAGE TANK (UST) –A tank (including any underground piping connected to the tank) that has at least 10 percent of its combined volume underground. Underground storage tanks generally fall into three different types: Fiberglass reinforced plastic (FRP) tanks, steel tanks and composite material tanks (which usually incorporate a steel tank covered in fiberglass or a plastic compound for corrosion protection and to form an interstitial space).

UNDERGROUND STORAGE TANK REMOVAL - Removal of a  petroleum containing UST must be performed by a licensed tank removal co. Coordination with the local Department of Environmental Control is required.

UUNDERWRITER'S LABORATORIES INC. (UL) - The world’s largest not-for-profit laboratory operated for the purpose of testing devices, systems and materials as to their relation to life, fire and casualty hazard in the interest of public safety.

UNDERLAYMENT - A material, usually plywood, placed as a stable and smooth base in preparation for installing the finishing surface (carpeting, tile, etc).

UNDUE INFLUENCE - Any fraudulent or unfair advantage taken over another's weakness of mind, distress or necessity.

UNENCUMBERED - Free of liens or other encumbrances.

UNIFORM BUILDING CODE (UBC) -- document promulgated by the International Conference of Building Officials.

UNIFORM COMMERCIAL CODE (UCC) - Effective January 1, 1965, this statutory code establishes a unified and comprehensive scheme for regulation of security transactions in personal property, superseding the existing statutes on chattel mortgages, conditional sales, trust receipts, assignment of accounts receivable and others in this field.

UNDERWRITER – Person responsible for evaluating the risk of default by an applicant for a mortgage loan. Grants approval or the denial of a loan.

UNLISTED ACTIONS - These are all of the actions that are not listed as "Type I" or "Type II" actions for the purposes of the State Environmental Quality Review Act process. These actions are subject to review by the lead agency to determine whether they may cause significant adverse environmental impacts.

UNSATURATED ZONE – The area of soil (including the capillary fringe) that exists between the surface of the land and the regional water table. A major focus of most environmental site investigations because contaminants most-often have to pass through this layer of soil before either entering the ground-water or rising to the surface.

 

 

UNTIED STATES GOVERNMENTAL SURVEY SYSTEM - Often called the Rectangular Survey System it is a method of describing or locating real property by reference to the Governmental Survey.

UNITED STATES GREEN BUILDING COUNCIL (USGBC) - A national non-profit trade organization that promotes sustainability in how buildings are designed, built and operated. The USGBC has more than 15,000 member organizations from every sector of the building industry and works to promote buildings that are environmentally responsible, profitable and healthy places to live and work. URBAN – All territory, population and housing units in urbanized areas and in places of more than 2,500 persons outside of urbanized areas. "Urban" classification cuts across other hierarchies and can be in metropolitan or non-metropolitan areas.

URBAN AREA – Collective term referring to all areas that are urban. For Census 2000, there are two types of urban areas: urban clusters and urbanized areas.

URBAN CLUSTER – A densely settled territory that has between 2,500 and 50,000 people. Newly used during the 2000Census.

URBANIZED AREA - (UA) An area consisting of a central place(s) and adjacent territory with a general population density of at least 1,000 people per square mile of land area that together have a minimum residential population of at least 50,000 people. The Census Bureau uses published criteria to determine the qualification and boundaries of UAs.

USABLE AREA – Usually referred to as “Net Square Footage”, it is the net amount of occupied space after deducting common areas, columns, etc.

 

Usable Square Footage - The amount of square feet measured within the confines of the tenant’s space with no add-ons.

USASI -United States of America Standards Institute, now American National Standards Institute.

USE – It’s the purpose of occupancy.

USE DISTRICTS - See "Zoning District."

USE PERMIT (CONDITIONAL USE PERMIT) - Pursuant to the zoning ordinance, a permit to authorize uses not routinely allowed on a particular site subject to compliance with specified conditions. May require a public hearing before the Planning Commission, Zoning Board, or Zoning Administrator.

USE VARIENCE - A variance that allows landowners to put their land to a use that is not permitted under the zoning law. This type of variance may be granted only in cases of unnecessary hardship. To prove unnecessary hardship, the owner must establish that the requested variance meets four statutorily prescribed conditions. If a parcel of land is zoned for single-family residential use and the owner wishes to operate a retail business, the owner must apply to the zoning board of appeals for a use variance.

USURY - Charging a rate of interest on a loan, which is higher that that permitted by law.

UTILITIES- Refers to services rendered by public utility companies such as water, gas, electricity and telephone.
